Hello Fellow ACA’s,

The ABC agenda will have 12 ballot measures that were approved by the required 2/3 majority of the groups that voted. These ballot measures will be discussed at the upcoming 2017 ABC-AWC in San Diego, April 20-23.  Out of the 16 ballots that were originally submitted by individual groups and then sent back out for fellowship approval, 203 groups and intergroups voted to approve 12 of the 16 measures to be voted on by the delegates at the ABC.  The four that did not make it onto the agenda were ballot item numbers 2, 6, 7, and 14.

Ballot Preparation Committee Report – October 2016

The Ballot Proposal Submission deadline (September 30, 2016) for consideration in the next Group Conscience Survey has passed and the committee has the following preliminary report:

25 – Attempts at submitting proposals were recognized by Survey Monkey
14 – Were marked incomplete by Survey Monkey but upon close review only 4 were really incomplete and those persons were contacted and resubmitted complete proposals by the deadline.
21- Actual proposals received from 13 different groups. (0.8% participation)
5 – proposals were from groups outside the US (representing 2 separate groups)

Several proposals were submitted by the same group (4 groups submitted a total of 13 of the proposals), of these 9 were submitted by the same person stating that they represented 3 separate "autonomous groups" and the proposals were worded identical to the previously submitted proposals by the other "autonomous groups".

Preliminary review of the submitted proposals suggested changes affecting the following areas:

OPPM – 11
Website – 4
Literature – 9
Literature New – 1
Balloting Process – 4
Committees – 4
WSO Board – 8

The proposals will now be reviewed by the BPC for clarification of the proposals intent (if needed), and those committees affected will be contacted to help establish costs associated with implementation of the proposals. Once that process is completed the Group Conscience Survey will be created for distribution to the groups via email.

The ballot proposal process itself thus far has revealed that the committee needs to review the survey monkey process that reported 14 incompletes when there were really only 4. In addition Survey Monkey allowed for one person to sign in as several different groups and make proposals for them. This brings to light the possibility of one person casting votes for multiple groups in the Group Conscience Survey that follows.

It is suggested that all ACA groups review their contact info on the WSO meetings page of the ACA website so they receive a copy of the upcoming Group Conscience Survey.

Call for Group Conscious Proposals

August 2016

Dear Fellow ACA Members,

ACA’s Annual Business Conference (ABC), is the annual gathering of delegates from ACA groups and intergroups to transact the business of ACA.  

At the ABC, the delegates consider fellowship proposals for possible action at the world service level. During the ABC, delegates also receive reports from the ACA World Service Organization (WSO) and its committees.

Each year the ACA WSO holds our Annual Business Conference (ABC) and ACA World Convention (AWC) in April. 

The 2017 ABC will be held April 21-23, 2017.

Prior to the ABC, registered ACA Groups and Intergroups around the world are able to submit Group Conscience Proposals (GCP) for changes to improve ACA. These proposals are then turned into ballots and sent out to all ACA groups worldwide and if they receive enough votes, are then placed on the agenda to be discussed and considered at the Annual Business Conference. If your group has a proposal that they would like the ACA fellowship to consider placing on the agenda at the 2017 ABC, then please:

  1. Go to to submit a proposal.
  2. Fill in the form per the instructions indicated. 
  3. All proposals must be received by the WSO by September 30, 2016.  This is a much earlier deadline than in recent years, which is why your group is receiving this email now.  The reason for the earlier date is to allow enough time for proposals to be analyzed for impact and translated for international groups. 
  4. After all proposals are reviewed, clarified, an impact analysis is written, and the translations are completed, they will be sent out in a Group Conscience (GCB) Ballot on or about December 2, 2016.   The Group Conscience Ballots are due in to WSO’s online survey site by February 28, 2017.
  5. Proposals that receive at least a 2/3rds affirmative vote will then be placed on the agenda for the delegates to consider at the 2017 ABC. 

In addition, the WSO will host the ACA World Convention immediately after the ABC at the same location.  The location has not yet been determined.  That information will be sent out and posted on the ACA website as soon as it is known. Ballot Prep Subcommittee Report - July 2016

The Ballot Prep Committee has recently sent out the first of two courtesy Call for Proposals reminder emails to all of the registered ACA groups and Intergroups across the globe.  Most members do not know that they can submit Proposals all through the year, there is no need to wait until they receive the WSO courtesy email

PLEASE NOTE :  The emails were sent to the group contact on file with the WSO office.  If your group info is not current then you may not receive the email.  If your group did not get one please contact ACA WSO or email me at or go to the ACA website at where you can access it through the web link. 

The deadline for submission is September 30, 2016 if your proposed item is to be considered for this year’s Group Conscience Ballot going out in December 2016

The Ballot Proposal Process is where ACA groups and Intergroups can submit suggestions or ideas for new, or changes to ACA’s existing, literature, policies or procedures that your group conscience feels will be of benefit to other ACA’s around the globe.  Members may not realize that many of the ACA items you read at every meeting were once submitted as ballot proposals in this manner. Your proposals are then processed according to the Operating Policies and Procedures Manual (which can be found on the ACA website). 

Unfortunately at this time we are unable to get the call for proposals emails and form translated before being sent out due to the limitations of the web servers involved.  The committee is exploring a way to standardize the form and get it translated for future emails. When the Group Conscience Ballots go out in December they should be translated before going out.

If you are an ACA member who is multilingual we would appreciate it if you would pass the word to other groups in your area about this important email and translate it for them.  We look forward to hearing your group’s conscience suggestions on how to better carry the message to our fellow ACA members.
